Phuket Sandbox Plan:

The Phuket Sandbox model was Proposed by Thailand Authorities in order to reopen the Country for International Tourists without the need of Quarantine Upon arrival. ... The Proposal States that the tourists arriving to Phuket must stay at least 14 Nights before moving to any other Province in Thailand.

Visitors to Phuket via the Phuket Sandbox do not have to quarantine in their hotel room during their first two weeks and are free to move around the island, however, they are not able to leave Phuket until they have completed 14 nights in a hotel. 

Mr Yuthasak said the sandbox scheme was successful in boosting local confidence because very few foreigners had tested positive, and most were found at the airport. Data shows that most tourists spent 11 to 12 days on average in Phuket before flying home.
